These guidelines aim to provide UNDP practitioners with an indication of strategies and techniques for
participatory processes through a rights-based perspective. They outline a process rather than a
specific strategy and should not be seen as definitive but rather a suggestion of methods that
can be used to promote participatory consultation.

These guidelines were created to compile case studies on A2J from various countries.
Following the parameters detailed in the guidelines, UNDP country offices documented lessons learned
through localized experiences so that knowledge could be shared about different initiatives and programmes
in different countries.
