Capacity Development Strategies
A capacity development response can draw from the four capacity development strategies that, the evidence suggest, are most effective in addressing capacity issues across sectors and themes. These strategies can be thought of as collections of potential actions to address capacity issues related to the four core issues in the capacity assessment framework. Since the four strategies mutually reinforce each other, a capacity development response is likely to be a combination of elements from one or more of the following:
institutional change and incentives; leadership development; education, training and learning; and accountability and voice mechanisms.
